National Tsing Hua University Procedures for Inspecting Student Dormitories

  1. The National Tsing Hua University Procedures for Inspecting Student Dormitories are established in order to ensure the safety of students living in dormitories, ensure that dormitory placement is distributed fairly and equitably, and implement the provisions of Article 11 of the National Tsing Hua University Regulations for Student Dormitories.
  2. Inspections of student dormitories may be scheduled or unscheduled
    1. Scheduled visits:
      These visits are implemented during the semester and proposed at a Meeting of Dormitory Managers. The inspection methods and rules shall be communicated following approval by the Meeting of Dormitory Managers. Dormitory military instructors (or Student Assistance Division instructors) shall carry out a dormitory visit accompanied by dormitory officials and administrators at the designated time.
    2. Unscheduled visits
      When military instructors (or Student Assistance Division instructors) stationed on-campus, or students, report an unknown person entering or leaving the dormitory, or a person disguising their identity, military instructors (or Student Assistance Division instructors) may carry out unscheduled inspections of dormitories which should be reported at the next Meeting of Dormitory Managers.
  3. Inspection Procedure:
    1. Dormitory officials and dormitory military instructors (or Student Assistance Division instructors) should coordinate visiting times and notify dormitory officials to implement the inspection.

    2. When there are students inside the dormitory bedroom, inspectors should state their identity and purpose of visit, and students should present proof of identity for verification.

    3. When there are no students inside the dormitory bedroom, the inspectors should leave a message with their contact details. If no students are present on the second visit, the inspectors may enter the bedroom to carry out an inspection, but may only inspect items that are left out (such as desks, bookshelves, and chairs) and may not open closed spaces such as drawers or closets.

    4. When there are students inside the dormitory bedroom, if after the inspectors have stated their identity and purpose of visit the students refuse to open the door or are unable to prove their identity, after the inspector has reported the incident, the students involved shall be deducted 10 points following approval by the Meeting of Dormitory Managers.

    5. According to the provisions of Article 12 of the National Tsing Hua University Regulations for Student Dormitories, when individuals falsely claim to be National Tsing Hua University students, the impersonating and impersonated individuals shall move out of the dormitory within two weeks and shall not receive a refund. The involved individuals shall also not be eligible to apply for dormitory accommodation (including waitlist places) in the next academic year.

    6. Impersonating individuals who are not students of National Tsing Hua University shall be required to move out immediately and shall be reported to the police if they do not cooperate. The student who lent their bed space shall be required to move out before 17:00 the next day and surrender their eligibility to apply for dormitory accommodation in the next academic year.

  4. If dormitory military instructors (or Student Assistance Division instructors or Division of Student Housing counselors), dormitory cadres, and dormitory administrators fail to follow the Procedures during inspections, or students disagree with the penalties imposed by inspectors, appeals may be filed with the “Student Appeals Committee.”
  5. These Procedures are approved by the Meeting of Dormitory Managers and the Student Dormitory Administrative Committee and adopted following approval for reference by the Student Affairs Committee.
